Quirks!

What are these people doing? Scuttling around central Paris in a curious little swarm of electric two-wheeled, er... thingies! When whirring at full speed they bounced along the pavements at a good six or seven miles per hour, and surprisingly seemed to negotiate kerbs, protruding tree roots, and pedestrian crossings without disloging their riders at all! But what is the point of these things? Why are they there? What are they called? Just one of the many curiosities that make Paris so utterly engaging!

Those are Segways. As seen in a number of European City Centres - Madrid and Salzburg to name but two.
