[pedant hat on] Hang on a minute... something can't be 'new' and 'improved'. If it's new, it can't be improved upon since there was nothing in the first place to actually improve. If it's improved, there must have been something to improve upon, and therefore it can't be new.
If one was willing to take a purely chronological (rather than ontological, or indeed potentially epistemological) view of new then it can indeed be both new and improved.
